*Job Description*
*Authority & Accountability*
The Cost Controller Engineer is accountable for maintaining accurate project cost information and providing timely cost analysis to management. The position has the authority to highlight cost risks, recommend corrective actions, and escalate significant budget deviations to the relevant management.
*Responsibilities:*
- Establish and maintain project cost control systems and procedures.
- Monitor actual project expenditure against approved budgets.
- Track committed, incurred, and forecast costs.
- Identify cost overruns, variances, and potential financial risks.
- Ensure all project costs are properly allocated to the correct cost codes and activities.
- Monitor project financial performance throughout the project lifecycle.
- Assist in preparing project budgets and cost breakdown structures.
- Review approved budgets against contract requirements, BOQ, and project scope.
- Prepare monthly cost forecasts and estimate-at-completion reports.
- Monitor budget revisions and obtain the required approvals.
- Provide management with early warnings regarding potential budget overruns.
- Prepare weekly and monthly project cost reports.
- Prepare cost variance analysis and explain significant deviations.
- Monitor project profitability and forecast final project costs.
- Prepare cash-flow forecasts in coordination with the project and finance teams.
- Provide accurate cost information to management for decision-making.
- Monitor purchase orders, material commitments, and subcontractor costs.
- Compare procurement costs with approved budgets and estimates.
- Review material and equipment costs against BOQ and project allowances.
- Coordinate with Procurement and Stores to monitor material consumption and costs.
- Identify opportunities for cost savings without compromising quality or project requirements.
- Monitor and record project variations and change orders.
- Coordinate with Quantity Surveyors and Project Managers regarding variation costs.
- Track approved, pending, and rejected variations.
- Ensure approved variations are incorporated into the project cost forecast.
- Monitor the financial impact of scope changes.
- Monitor subcontractor commitments, payments, and costs.
- Review subcontractor valuation and cost information in coordination with the Quantity Surveying team.
- Track subcontractor performance against approved budgets.
- Identify potential cost exposure arising from subcontractor claims or delays.
- Compare planned costs with actual project performance.
- Monitor productivity, labour costs, equipment costs, material costs, and subcontractor costs.
- Analyze cost trends and identify areas requiring corrective action.
- Coordinate with Planning, Procurement, QS, Finance, and Project teams to maintain accurate cost information.
- Maintain accurate project cost records and support documentation.
- Maintain cost codes, budget revisions, commitments, and forecasts.
- Ensure all cost reports are properly supported and traceable.
- Maintain records of variations, purchase orders, subcontract agreements, and project commitments.
- Support internal and external audits when required.
*Required Qualifications*
- Bachelor’s degree in civil engineering, Quantity Surveying, Construction Management, or a related engineering field.
- Professional certification in Cost Control, Quantity Surveying, or Project Management is an advantage.
- Strong knowledge of construction and project cost control principles.
- Minimum 2 to 3 years’ experience
- A team player with proven ability to work under Pressure and to meet deadlines.
